Second Adult Rebates apply to Council Tax only and are claimed by the person liable to pay the Council Tax Bill. They are claimed on behalf of other adults (Second Adults) who share their home on a non-commercial basis.

The Second Adult(s) must be over 18 years old and could be:

  • An adult son or daughter,
  • A parent,
  • A friend sharing your home who does not pay you rent.

The Second Adult cannot be:

  • A spouse or partner,
  • A joint owner or a joint tenant,
  • Anyone who pays rent to you for using your accommodation.

If the Second Adult(s) is on Income Support/Job Seekers Allowance (Income Based) the Second Adult Rebate awarded is 25%.

If the Second Adult(s) is receiving a gross income less than £125.00 a 15% Second Adult Rebate is awarded.


If the Second Adult(s) is receiving a gross income between £125.00 and £162.50 a 7½% Second Adult Rebate is awarded.
