The Chairman to answer any questions on any matters in relation to which the Council has powers or duties which affect the District and which fall within the terms of reference of the Committee of which due notice has been given in accordance with Council Procedure Rule No. 15.4 – (a) and (b).

In addition to any site inspections which the Committee may consider to be necessary, the Head of Planning (Control) will report on any other applications which require site inspections.

SUDBURY HERITAGE ECONOMIC REGENERATION SCHEME:

PROPOSED GRANT FOR 48 NORTH STREET

Request for a minor amendment to application reference B/04/02123/FUL – Erection of 2 no. two storey detached dwellings with associated detached garages. Construction of new vehicular access – Part side garden of Innisfree, The Causeway, Hitcham.

 

The Head of Planning (Control) to report that planning permission was granted for the above development on 6 June 2005.  The approved development scheme related to the erection of two no. detached dwellings in part of the garden of Innisfree.

 

The proposed minor amendment was received on the 22 August 2005 and involves alteration to fenestration details in respect of both dwellings (House A & House B). Comparison elevations will be available for inspection at the meeting.

 

This minor amendment has been the subject of re-consultation with the Parish Council and neighbours and the following responses have been received:-

 

·        One letter has been received objecting to the increase in the number of rooflights on House A (North Elevation). They are concerned about the deterioration of their living and amenity areas associated with increased light disturbance. The addition of extra roof lights will exacerbate a situation, which is already barely acceptable. The letter also makes reference to a condition imposed on the application which prevents any enlargement, improvement or other alteration to the roof of the dwellings, without the submission of a planning application. This condition only becomes enforceable once the property is built and occupied, and therefore the agent can submit these alterations as a minor amendment.

 

·        The parish council have raised no objection.

 

The changes outlined above are minimal in visual terms and should not give rise to any adverse impact on neighbour amenity, given the content of the approved scheme.  There is also no objection to the additional roof lights on the northern roof slope in visual terms and it is not considered that these will adversely impact on the objector’s property (8, Browns Close) by virtue of increased light pollution. 

 

It is recommended that the minor amendments to B/04/02123/FUL in respect of the erection of 2 no. two storey dwellings in part side garden of Innisfree, Hitcham be agreed.
