85 DECLARATION OF INTERESTS
Mr J J Quinlan declared a prejudicial interest in Application Nos. B/05/02130 and B/05/02131 (Paper E258 – Item 10) as he is the applicant and withdrew from the meeting during consideration of the item.
Mr P K Beer declared a prejudicial interest in Application No. B/05/01495 (Paper E258 – Item 11) as he is a personal friend of the owner of a property neighbouring the application site and withdrew from the meeting during consideration of the item.
Mr C D Kerr declared a prejudicial interest in Application No. B/05/01837 (Paper E258 – Item 13) as he is a personal friend of the applicant and withdrew from the meeting during consideration of this item.
Mr D C Rose declared a personal interest in Application No. B/05/02103 (Paper E258 – Item 16) by virtue of the fact that both he and the applicant are members of Holbrook Parish Council, but indicated that his interest was such that he was able to speak and vote on the matter concerned.

Mr P J Holbrook, Ward Member for Bures St Mary, requested a site inspection to enable Members to assess the suitability of the site and also the possible impact on residential amenity and highway safety.
Mr P K Beer, Ward Member for Great Cornard (South), requested that a site inspection should be held for all Members of the Council to familiarise themselves with the Carsons Field site in Great Cornard before any decision was made at Strategy Committee or Council relating to the Local Plan. As no planning application had been submitted, Mr Beer was advised that the correct procedure at this time would be to take the request to a Corporate Director or the Chief Executive.

90 PLANNING APPLICATIONS FOR DETERMINATION BY THE COMMITTEE
Details of further objections and presentations received in respect of Item Nos. 3, 4, 5, 6, 9, 10, 13 and 15 were reported to the meeting and were considered and taken into account before a decision was reached in each case. Members noted that the recommendation had been amended to read “Refuse planning permission:-
The proposal is contrary to the provisions of the Development Plan Policies LP8, HS05, CN01 and ENV3 in that it would introduce a scale and size of building inappropriate for the countryside location entailing a building of excessive size and appearance and its impact on the countryside”
Notwithstanding the recommendation of the Head of Planning (Control) to refuse planning permission, a motion to grant planning permission was moved because Members considered the proposal to be a reasonable exception to Policy HS05 as the proposed increase in the overall floor area would not be considered excessive if the existing outbuildings had been included in the calculations.

Notwithstanding the recommendation of the Head of Planning (Control) to refuse planning permission, a motion to grant planning permission was moved because there was considered to be a clearly established existing functional need for a new permanent dwelling on the site in accordance with the provisions of Policy CR24. Upon being put to the vote, this motion was lost.

That planning permission be refused for the following reason:-
- the development would result in a new dwelling in the countryside that has not been proven to be essential for the efficient operation of agriculture, contrary to PPS7, ENV4, ENV6, LP93, CR01 and CR24

Members noted that following the receipt of the comments from the County Highway Authority, the recommendation had been amended to read:-
“Refuse planning permission - The proposal which seeks to permit the hotel to operate with a lower level of on-site car parking than previously required would be contrary to Structure Plan Policy T7 and Babergh Local Plan Policies LP146 and TP18, which require all development to provide car parking in accordance with the adopted standards. Planning permission would not have been granted for the extension without Condition 03 as this would have resulted in an increase in parking on the highway by cars of those visiting, staying or working at the Black Lion Hotel, causing obstruction and hazard to other road users. The removal of this condition would have the same affect and, therefore, be to the detriment of road safety”.
Notwithstanding the recommendation of the Head of Planning (Control) to refuse planning permission, a motion of deferral was moved on the basis that the comments of the County Highway Authority on revised plans had not yet been received. During the course of the discussion, the proposer and seconder accepted that deferral was not appropriate and no vote was taken. A motion of refusal was then proposed as Members considered the application would have a detrimental effect on road safety.
