Notwithstanding the recommendation of the Chief Planning Control Officer to grant planning permission a motion of refusal was moved because Members were concerned about the affect on residential amenity resulting from intensification of the use and the inadequacy of the access.
RESOLVED
That planning permission be refused for the following reasons:-
· Contrary to Policies EM20 and CR21 which seek to ensure that expansion of employment uses do not lead to conflict with residential amenity.

RESOLVED
(1) That the Solicitor to the Council be authorised to secure a Planning Obligation under Section 106 of the Town and Country Planning Act 1990 to provide:-

(2) That subject to the Planning Obligation referred to in Resolution (1) above being secured, the Chief Planning Control Officer be authorised to grant planning permission subject to the following conditions:

· Landscaping;
· Archaeology
· As recommended by Environmental Services;
· No additional openings to west elevation or roof space of Plot 1;

Full Application – Continued use of redundant agricultural buildings, building nos. 4, 7, 10, 11, 12 and 13 for Class B8 (storage). Change of use of redundant agricultural buildings, unit nos. 2, 8 and 14 to Class B8 (storage). Alteration of existing vehicular access, Gate Farm, Ipswich Road. |
Notwithstanding the recommendation of the Chief Planning Control Officer to refuse planning permission and to authorise the taking of enforcement action a motion to grant planning permission was proposed and seconded but on being put to the vote was lost. A motion to defer consideration of the application pending the receipt of further information from an independent transport consultant regarding the impact of the proposal on the local road network was proposed and seconded and on being put to the vote was carried.
Members considered that the further information was required to establish the position regarding the impact on the local road network particularly in the light of the ongoing appeal against an earlier refusal for similar B8 storage uses on this site.
RESOLVED
That consideration of this application be deferred pending the receipt of a highway assessment from an independent consultant, together with further information from the County Highway Authority.
(g) WHERSTEAD

RESOLVED
That the applicants be advised that the prior approval of the Local Planning Authority is required for the siting and design of the development, and that such approval is given.

RESOLVED
