LICENSING AND APPEALS COMMITTEE

MINUTES OF A MEETING OF THE LICENSING AND APPEALS COMMITTEE HELD IN THE COUNCIL CHAMBER, COUNCIL OFFICES, CORKS LANE, HADLEIGH ON MONDAY 26 JUNE 2006

18     EXCLUSION OF PUBLIC (WHICH TERM INCLUDES THE PRESS)

RESOLVED

That pursuant to Part 1 of Schedule 12A of the Local Government Act 1972, the public be excluded from the meeting for the business specified below, on the grounds that if the public were present during this item it is likely that there would be the disclosure to them of exempt information as indicated against the item.

The Committee was also satisfied that the public interest in maintaining the exemption outweighed the public interest in disclosing the information.

19     APPLICATIONS FOR THE GRANT OF A COMBINED HACKNEY CARRIAGE / PRIVATE HIRE DRIVER LICENCE (Exempt information by virtue of Paragraph 1 of Part 1)

The Acting Head of Legal and Administrative Services submitted a report (Paper F40) concerning the applications for the grant of a combined Hackney Carriage / Private Hire driver licence from the applicant referred to in Paper F40.

The Chairman outlined the procedure to be followed at the hearing.

The Solicitor to the Council introduced the report and requested the Committee to determine whether they are satisfied that the applicant referred to in Paper F40 is a fit and proper person to hold a combined Hackney Carriage / Private Hire driver licence.

The Applicant made an opening address to the Committee and also circulated at the meeting an additional four letters providing character references from Debenham Leisure Centre, Ipswich Borough Council, J R Travel (his proposed employers) and Mr G Wood.

Following the introduction of the Applicant’s opening statement, Members then asked questions of the Applicant.

All parties were then requested to provide closing comments to the meeting. Following this all parties withdrew to enable the Committee to deliberate the application.

The parties were then called back into the meeting and the decision of the Committee was notified.

RESOLVED

That the application from the person referred to in Paper F40 to hold a combined Hackney Carriage / Private Hire driver licence be approved.

The business of the meeting was concluded at 11.30 a.m.
