MINUTES OF A MEETING OF THE OVERVIEW AND SCRUTINY (COMMUNITY SERVICES) COMMITTEE HELD IN THE COUNCIL CHAMBER, COUNCIL OFFICES, CORKS LANE, HADLEIGH ON TUESDAY, 31 MARCH 2009

59        DECLARATION OF INTERESTS

Mr D L Wood declared a personal interest in the item referred to in Minute No. 63 below by virtue of the fact that he is a member of the Babergh East LSP through the Suffolk Police Authority but indicated that his interest was such that he was able to speak and vote on the matter concerned.

RESOLVED

That the Minutes of the meeting held on 3 February 2009 be confirmed and signed as a correct record. 

61        PETITIONS

None received.

62        QUESTIONS FROM MEMBERS

None received. 

63        REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

Members had before them a report (Paper H217) from Member representatives on the Haven Gateway Partnership, Western Suffolk Local Strategic Partnership (WSLSP) and Babergh East Local Strategic Partnership (BELSP).

Haven Gateway Partnership

Mr A J Hinton, Babergh’s representative on the Haven Gateway Partnership presented a report on the work of that organisation during 2008/09 and answered a number of questions from Members including:-

·    The possibility of the future expansion of the partnership boundaries to include the whole of the Babergh area 

·    Local Member and public consultation with regard to any proposed Dry Ports in the Babergh area.

West Suffolk Local Strategic Partnership (WSLSP)

Mr C M Spence, Babergh’s representative on the WSLSP presented a report on that partnership and together with the Deputy Chief Executive and Tim Mutum, Project and Programme Executive answered a number of questions from Members including how the figures contained in paragraph 4.7(a) of the report relate to the Babergh area.

Babergh East Local Strategic Partnership (BELSP)

Mrs S P Clarke, Babergh’s representative on the BELSP presented a report on that partnership and together with Tim Mutum, Project and Programme Executive answered Members’ questions.

RESOLVED

That the report be noted.

64       ANNUAL REPORT OF THE OVERVIEW AND SCRUTINY (COMMUNITY SERVICES) COMMITTEE

The Director of Corporate Services submitted a report (Paper H216) advising that, in accordance with the Constitution, the Committee must report annually to Council on its work during the previous year and make recommendations for future work programmes and, if appropriate, amended working methods.

The draft Work Plan for 2009/10 attached as Appendix 2 to Paper H216 was approved.

RESOLVED

That the Director of Corporate Services, in consultation with the Committee Chairman, complete the Committee’s Annual Report for submission to the next meeting of the Council based upon Paper H216 and the views expressed at the meeting. 

65        PERFORMANCE MANAGEMENT – TARGET SETTING AND KEY PERFORMANCE INDICATOR BASKET FOR 2009/10

The Director of Corporate Services submitted a report (Paper H212) outlining the final recommended basket of Key Performance Indicators for 2009/10 as agreed by the joint Overview and Scrutiny Committee Working Group.

It was noted that Paper H212 was also considered by the Overview and Scrutiny (Stewardship) Committee at its meeting on 24 March 2009. 

Jonathan Seed, Senior Policy and Performance Officer presented the report and answered Members’ questions on it.  In the ensuing discussion the following were among the points raised:-

·    In respect of Appendix A, Row 72, the use of the word “broadly” was considered to be ambiguous, but it was accepted that this was the wording of a National Indicator 

·    In respect of Appendix A, Row 2, Members requested that this be considered for inclusion in the basket for 2010/11 if the necessary vehicle had been procured.

RESOLVED

That the recommended basket of Key Performance Indicators (KPI’s) for the 2009/10 financial year listed in Appendix A to Paper H212 be approved.

RECOMMENDED TO STRATEGY COMMITTEE

That the targets outlined in Appendix B to Paper H212 be approved.

66        COUNCILLOR CALL FOR ACTION

The Director of Corporate Services reported that the “Councillor Call for Action” (CCfA) was introduced under Section 119 of the Local Government and Public Involvement in Health Act 2007 (the Act) and is to come into force on 1 April 2009.

The Act enables any Member of the Council to refer to an Overview and Scrutiny Committee any Local Government matter or any crime and disorder matter which affects their ward.

It was noted that the guidance on the CCfA has only just been issued and that a report on the proposals as to how the process is to be managed at Babergh will be submitted to the next meeting of the Committee.

RESOLVED

That the position be noted. 

 


The Committee adjourned for refreshments between 10.50 a.m. and 11.10 a.m.

The business of the meeting was concluded at 11.30 a.m.
