Information for Developers of Open Market Residential schemes on Affordable Housing Requirements

If you are considering a development within the Babergh District you will need to be aware of the Council’s policy regarding the provision of affordable housing through planning obligations.

The basic information that you need is detailed in the Affordable Housing Policy section of this website.

Before completing any planning application it is recommended that you contact the Council’s Development Control Team at the earliest opportunity, and also engage with the Affordable Housing Team and a partner Registered Social Landlord as early as possible.

The following affordable housing items can then be agreed prior to submitting an application and then included in a clear concise statement with any planning application:

• Section 106 agreement – an agreed draft of the S106 agreement
• The mix of housing and tenure types across the development
• The RSL partner for the scheme
• Funding issues
• Timeframes

There will clearly be other planning issues, such as other planning obligations, and these will need to be discussed with the Development Control Officers in further detail.

It is also requested that you advise the Affordable House Team when a development is to start on site. This will enable us to monitor the progress of the affordable housing units.

The Council has 15 partner housing associations working in the Babergh area, and 5 of these actively develop affordable housing within the district. These developing partners are:-

  • Orwell Housing Association
  • Suffolk Housing Society

Special Needs


Any developer wishing to develop a supported housing scheme for people with special needs, such as the frail elderly (Very Sheltered), those with physical or sensory disabilities, or mental health needs should have regard to a series of Design & Management Guides produced by Suffolk County Council.
