Planning Policy Guidance Note No.17 “Planning for Open Space, Sport and Recreation” (July 2002) (PPG17) provides the national context in relation to open space, sport and recreation facilities. Local authorities are advised to carry out a robust needs assessment of such facilities and, the publication “Assessing Needs and Opportunities: A Companion Guide to PPG17” (Sept 2002) gives more detail on how this is to be done. As such, Babergh District Council has produced its Open Space Sport and Recreation Strategy (OSSRS).
The OSSRS provides an overview of the existing open space, sport and recreation provision in the Babergh District, builds on an Audit and Assessment carried out for Babergh in 2009/10, and indicates the current provision, identifies shortfalls and deficiencies in relation to quantity, quality and accessibility of open space and recreation facilities throughout the district.
This Strategy provides an overview and sets the context for ensuring provision for open space, sport and recreation for the Babergh District in the form and location that it is needed most.
