Strategic Housing Land Availability Assessment

Summary

National planning guidance requires local authorities to assess the potential for housing development within their local area in a strategic Housing Land Availability Assessment (SHLAA), and the SHLAA will form part of the evidence base for the planning framework for that area.

National planning guidance requires local authorities to assess the potential for housing development within their local area in a strategic Housing Land Availability Assessment (SHLAA), and the SHLAA will form part of the evidence base for the planning framework for that area. Babergh District Council is conducting a joint study with the following authorities including St Edmundsbury Borough Council, Forest Heath District Council and Mid Suffolk District Council.

Site Submissions

 
An opportunity is available to landowners and developers to submit sites that they think are suitable for consideration in the SHLAA. To be considered for inclusion in the SHLAA, sites must be 0.2 hectares or more in size and located within or adjacent to a sustainable village and anticipated to be brought forward in the short (1-5 years) or medium to long term (6-15 years). Sustainable villages can be described as villages with access to basic services such as local convenience goods shops, a school, health facilities, public transport and employment opportunities. An exceptional case could be made for sites submitted solely for affordable housing to meet a locally identified need (rural exception sites). If you would like your site to be considered for inclusion in the SHLAA a completed site submission form (PDF-35kb) and a site map of a suitable scale should be submitted to the Council by 5pm on the 29th September 2008. A separate site submission form should be completed for each site. Completed forms with site maps should be returned to Planning Policy, Babergh District Council, Corks Lane, Hadleigh, Ipswich, IP7 6SJ or emailed to ldf@babergh.gov.uk 

Please note that this invitation only applies to the Babergh District Council and not the other local authorities that form part of the joint SHLAA study. Forest Heath District Council are planning a similar exercise and for more information regarding the submissions for their area, please contact Forest Heath District Council.

The SHLAA is a technical study and outcomes of the study do not give a presumption towards development. Any development site will need to be assessed through the planning process. Sites considered in the SHLAA will not be automatically included for consideration in the Site Specific Allocations document, and would need to be submitted and considered as part of the Site Specific Allocations (SSA) process. It is anticipated that the SSA process will start around the end of 2008/beginning of 2009.
