Babergh Local Plan Alteration No. 2 Second Deposit Draft (May 2003)
The Babergh Local Plan Alteration No. 2 Second Deposit Draft (May 2003) was published for Public Consultation between 12th May and 23rd June 2003. Over 9000 representations were submitted in response to this Public Consultation exercise, all of which were acknowledged in the period June to September 2003 and respondents were issued with a representation number.
On 26th February 2004 Babergh District Council considered representations and possible revisions (numbered 1-15) as a result of the representations made to Chapter 11 of the emerging Babergh Local Plan concerning the Hadleigh Town Chapter of the Plan. These revisions were considered in advance of the remainder of the Plan, as the District Council was aware that they would be potentially controversial and generate a significant response. They were published for consultation from 17 May 2004 to 14 June 2004. The closing date for submitting views on the Pre-Inquiry Changes Set 1 - Hadleigh Town Chapter (26.6kb, PDF) was Monday 14th June.
The Council considered the remainder of the representations made at the second deposit stage regarding the Local Plan at their 12th July 2004 meeting where they agreed on Set 2 of the Pre-Inquiry Changes to the Plan. Following the consideration of the Council, the District Council published this second set of Pre-Inquiry Changes (numbered 16 onwards) to the Plan from 26 July 2004 to 23 August 2004 to advertise its position on these matters.
The Public Inquiry (September 2004)
The Public Inquiry into the Local Plan commenced on 28th September 2004. The Planning Inspector appointed to hear objections was Mr Eric Searle DipTP FRTPI FBEng MIMgt. A procedural Pre-Inquiry meeting was held in advance of this on 17th June. At the Pre-Inquiry meeting the Council asked the Inspector to consider representations made on Set 1 of the Pre-Inquiry Changes, even where these have not been made by people who have previously commented on this particular issue in the Local Plan. The Inspector at the Public Inquiry was asked to consider representations made on the Pre-Inquiry Changes Set 2 (6mb, PDF large file).
Supplementary Planning Guidance
In addition to consideration of the 9000 responses submitted Babergh also produced Supplementary Planning Guidance (SPG) and Development Briefs for certain sites.
Inspectors Report (November 2005)
The Inspector's Report was received following the public inquiry which dealt with objections raised to the Babergh Local Plan Alteration No. 2 in November 2005. The Council decided at its meeting on the 13th December 2005 to accept most of the Inspector's reccommendations and to consult town and parish councils, the general public and other interested parties on a range of post inquiry modifications and some recommendations that the Council proposes not to accept.
Post Inquiry Modifications (January 2005)
As a result of the Inspector's Report, a number of further changes, the Post Inquiry Modifications, were proposed. These were listed in:
Schedule A - Statement of Decisons on the Inspector's Recommendations; Schedule B - List of Proposed Modifications; Schedule C - Recommendations Not Accepted; and Schedule D - Map Changes Resulting from the Inspector's Recommendations.
During the January/ February various publicity events for Town/Parish Councils were being held to cover the key recommendations made by the Inspector and the Council's Proposed response. From Mid January to Early March a 6 week there was a formal consultation period in which representations were made in relation to the Post Inquiry Modifications.
Adoption of the Plan (June 2006)
The Council considered these representations to the proposed modification at their meeting on 11th April 2006, and the notice of intention to adopt the plan was published on 13th April 2006. The Plan was formally adopted by the Council on Thursday 1st June and became operative for development control purposes from that date.

Please note that the Local Plan covers the period 2006 – 2016, although it will be replaced before the official expiry date.
